Unemployment Extension: Not An Emergency According To LeMieux
By Phillip Williams on May 7, 2010, 9:48 am Posted in Finance NewsEarlier this week Senator LeMieux made an statement on the floor in a continuing attempt by Republicans to block any type of unemployment benefits extension measures getting passed. Some Democrats are still on the fence over this even though they should be supporting it whole-heartedly.
What LeMieux Had To Say
The Senator laid out the definition of “Emergency” according to the Budget Act of 1974 that Congressional leaders are restrained by, saying “an emergency is necessary, or vital, sudden, quick coming to being, and not building up over time, urgent, pressing, compelling, unforeseen, unpredictable, not permanent, temporary in nature. None of those requirements are met by the attempt to waive the pay as you go requirements.” He also gave the Webster dictionary definition as “an unforeseen set of circumstances resolving in a state that calls for immediate action.” The Budget Act he referred to requires that any money Congress spends must be covered in the budget, or be an “emergency.”

Although there is some support from the Democrats in the Senate, not all are completely on board. Senator Baucus (D-MT) said that the extensions in place presently should be sufficient, but there has been rumors that Senate Majority Leader Harry Reid may be on the fence, and that Sen. Sherrod Brown’s office has released positive words o this issue. Substantial statements haven’t been made so far except in the case of Sen. Schumer who said he completely supports a Tier V extension.
Since over 20% of the workforce is underemployed, a lot is missed with just the 9.7% unemployment, including those that won’t be counted when their benefits run out. So these are a few of the Senators that need to know about your personal “non-emergency.”

I have been unemployed for 2 years. I worked at a bank for 17 yrs until it was sold out and my entire dept was eliminated. This is my 3rd week of being w out benefits. I drained my savings abd retirement to supplement my unemployment. I have 4 kids at home w one in college. I don’t get child support regularly and the caseworker doesn’t pressure him into paying. As a sit here today my car is empty, my water and electric is scheduled to be shut off this week. We basically have no food-no milk-no bread…nothing. I did apply for foodstamps on thurs but told it will take 14 days to receive. I’m to my breaking point. I don’t know what to do. My mtg behind my internet and cable been shut off. I’m not looking to get rich off unemployment…I truly NEED tier v to survive. I’m 42 and worked since I was 16, I’m NOT lazy just no jobs to find. I wish the politicians had to live in our shoes for a week…then they would realize that this is an emergency. They seem to find money to fight wars and help other countries…why not start taking care of their own people first! I will remember all this when I go to cast my vote in november!
I seem to remember Congress convening at midnight to pass their own salary raises before time ran out. Now us lowly unemployed peons have nothing to live on but that’s okay. There’s no emergency! How did we elect these despicable people to office? I want to see THEM unemployed so bad in November. I am 61 and have been unemployed for 2 years. I, too, have never been without a job all of my life. I have a BS from Michigan State and a Michigan builders’ license but I cannot find employment anywhere. Too old, I guess! All my retirement is gone (due to the despicable people in Congress ruining the economy) and with no Tier V, there is nowhere left to turn. Unbelievable. But, hey, there’s no emergency here!
Emergency is needed… The money that went to the Iraq war was considered emergency, and I don’t consider that an emergency at all. I have an emergency. I still do not have a job, and have exhausted all my benefits. I have bills to pay, I am about to lose my home and belongings, but that isn’t an emergency to Congress.
Senator Baucus is a welfare hog. This man has no business making any statements about unemployment benefits. He has been collecting government subsidies for his “family” farm, for the past 11 years. He doesn’t see a problem with his collecting welfare, while working at a $174K job, but he has a problem with someone collecting $239/week to survive. I say if they aren’t going to help American people first, then vote them out. I am tired of the politics and being loyal to my representative and senator, while they continue to turn their back on those who are truly in need. I hate to say this, because I do care about human beings, but I don’t want us to be helping other countries, the whole while we are needing help here. Enough is enough. By the time the elections have come in November, I will have lost everything I ever owned, all because politics, and their fear of losing their cushy jobs.
Below, I’ve posted the phone and fax numbers of the members of the House Ways and Means Committee. This Committee held a hearing on May 6th regarding unemployment and are accepting submissions from individuals and organizations until May 27 close of business.
I think we are constantly overlooked because neither the House or the Senate feels we will organize in substantial enough numbers to make any type of impact. There are millions of us who are unemployed yet the petition at Change.org only has about 25,000 signatures. For those of us with internet, email, phone and/or fax access, we need to become a big thorn in the side of Congress and hammer our point across that we cannot feed or clothe our families, we can’t put gas in our cars; we can’t pay our rent or mortgage, or any of the other bills that come with running a home.
We are unemployed but that does not mean we are useless. Without a job, we can all volunteer a few hours a day to call, fax, email, tweet members of Congress. Let’s get organized on Twitter, Facebook, Myspace.

Ninety-nine weeks may seems like a long time, but in the first year of the recession, there were absolutely no jobs to get so the first year really shouldn’t count as part of the ninety nine. There are only some jobs now, so we still need another ninety nine renewed.
Will somebody PLEASE PLEASE PLEASE get the media to report the correct percentage of those unemployed!
It is so frustrating that they are using the 9% when it does NOT include those who are unemployed but have lost their unemployment benefits. It is like the govt is lying to all of us.
AND those no longer eligible for unemployment insurance are a greater strain on the economy than those receiving benefits bc those people are not circulating money. Cane we get the number correct so we can get the facts straight and the support needed!
We need tier 5 to survive. We have families to support and bills to pay. A lot of people will lose their homes and become homeless. suicide rates will rise because people are getting desperate. Is really hard looking for a job when their is one position to apply and a lot people show up to apply for the same position. I know that things are getting better this year but we are not still there yet. we have along way to go until the economy gets better again. The 99 weekers need tier 5 to survive and maintain their families.
Our elected officials do not apparently find a Tier 5 benefit extension a priority or necessity at the moment
Please institute a Bill for Tier 5 immediately. I hope our government officials do not play the same unscrupulous misinformation game that was played with the last bill that passed letting the country think there was an extension passed for all of the unemployed.
Downplaying the issue that anyone over 99 weeks of unemployment was not eligible for this current extension, at the same time knowing there are not enough jobs available for everyone was irresponsible and reprehensible.
I have worked for over 35 years, at my age finding employment is nearly impossible.
How can OUR government officials call themselves morally responsible people while allowing people (that are unemployed through no fault of their own) with children end up homeless, starving or even worse, I wonder what these politicians children think of them, knowing that their elected parents have the ability to ease some the suffering that unemployed families are experiencing. Also going on spring break during a crisis shows exactly how little concern you have for your “Fellow Americans”. What a joke!
Failure to regulate the banks, health industry, and corporations let down the people who were fully employed, paying taxes, and raising families and are now paying the price for your negligence. They trusted you to keep something like this from happening. You as well as other government officials failed them.
Financial support for this bill is very simple stop paying for any costs outside this country. Including wars, loans and any other costs until our own economy is stable. This may sound harsh however I cannot give my neighbor money if my own family has none!
In addition these families need retro payments from the date of their last check. Not from the date of approval for Tier 5. (As was done in November 2009). Every day, week or month unemployment is not received these families fall deeper into debt by the month. Bill collectors expect payments every month.
Also remember we can care less which side is to blame. We blame all of you with your childlike games being played with the lives U.S. unemployed citizens.
I was raised to be polite and address people of authority with respect.
However I’ll be dammed if you people are deserving of any respect or politeness from any tax paying American. Especially from the long term older unemployed Americans that in two years or less have lost the stability it took their whole lives to acquire. Decent jobs, homes, financial security. I know most of you don’t take the time to pay attention to attempts from your constituents to contact you unless a staff member previews the contents and brings this to your attention. (However heartless and self serving you are, I know from the president on down to the congressional aides you are well aware of our desperate situation)
Taking that process into consideration I know you have been made aware of people losing everything, in some cases taking their lives.
The recent financial riots in Greece are an example of the peoples will to stand up to big business and government. Hundreds of demonstrators — including far right wing supporters — broke away from the marches and tried to storm parliament, shouting “thieves, traitors.” At the opposite end of the political spectrum, groups of anarchists hurled Molotov cocktails and ripped-up paving stones at buildings and police, who responded with barrages of tear gas. Three bank workers — a man and two women all aged between 32 and 36 — died of smoke inhalation after demonstrators torched their bank, trapping them. As their colleagues sobbed in the street, four others were rescued from a balcony.
Once tier 5 is approved in stead of waking up destitute, people they can tell their children and other family members I’ll have money for grocery’s and tell their creditors I’ll have a payment for you “soon” (however small it may be). For those people denied months ago should receive retro payments because every day, week or month unemployment is not received these families fall deeper into debt by the month. Bill collectors expect payments every month. This also gives you and the business community additional time to work on creating jobs.
However somber this sounds even an agreement means waiting a month or more for our next payment.
This is unacceptable. We need help immediately!
have these been counters in our gov not taken a pencil to this problem? the understanding that i have is there are over 2 million 99ers.
that means 2 million mortgages, rents, electric bills, car payments, insureances,food shopping, gas, doctor visits, and a pletora of other things that are not going to happen any time soon.Do they really need to see how far in the toilet the economy can go? Dont forget the little extension the other 10 million folks just recieved is going to run out soon .You saw what just happened in greece things are going to get really ugly really quick if they dont help us out soon maybe another million person march or something more drastic is in order to be heardi bet they would they would get really scared if the entire county did not buy gas for one day the tax loss would be devastating wishful thinking. If there any other ideas on how we can be heard im all ears.

“The current legislation extended the filing deadline for beginning a second, third, or fourth federal extension to Sunday, May 30, 2010. Anyone just completing one level of the extensions and needing to continue on to another level, will be able to do so by this deadline. Those who exhaust any level of extension after Saturday, May 29, 2010, will not be eligible for any further levels of extensions unless Congress once again changes the filing deadlines.”
“On April 15, 2010, President Obama signed legislation approved by the U.S. Congress that extended the filing deadlines for federal extensions of Unemployment Insurance (UI) benefits. The legislation did not add more weeks of unemployment benefits to the federal extensions. It only extended the deadlines for filing the federal extensions.”

ALL of you that vote against the Tier 5 should be sentenced to the same fate as your constituents. Lose your home, become homeless and destitute, watch as the big banks take the homes without care while their rolling in the money they raked in from OUR catastrophe, and watch the corporations that moved our jobs out of the country smile over their fat bonuses.
I see no permanent solution to this problem unless ALL LARGE corporations, particularly multi-national ones that could care less about America, are ordered to be broken up, so that they have to face the people they deal with, and that includes the banks. They are nameless, faceless thieves, and you have allowed them to wreck this country through their greed and your special interest bribes.
The American people will eventually get fed up and get a backbone and you will no longer be able to run this country into the ground for personal profit. I await that day, whatever form it takes.
The tier IV people will soon be exhausting their unemployment benefits—then what?? Why is it so hard to make a decision about the unemployment situation. Just continue to extend the unemployment benefits to ALL the people who WAS and who ARE on unemployment until one of us gets lucky enough to land a job. Right now there are no jobs to be had or not enough jobs. No one is hiring because they don’t have enough money to hire any more employees and the list just goes on and on. In the meanime, we the unemployed are on the long end of a short stick. We have no jobs, no money and are barely surviving. We have to go to the pawn shops, we have to move in with other people, we have to go get in line at the welfare office and whatever else it takes to survive. If you can’t create jobs, then maybe you can pay people to go to a vocational school to learn another trade. I’m sure there are lots of alternatives to this situation. I just think that someone doesn’t care what happens to us as long as it’s not them. Stop being selfish and uncaring and support America’s unemployed.
I’ve exhausted tier 4 in April and I’m hurting real bad but doesn’t anyone realize or at the least accept that “We The People” won’t be heard! This Country isn’t about you or me and these overpaid politicians running our Country are not listening while they will continue to do whatever “THEY WANT”. To them we are just a nuisance, a pesky bug that they know in time will go away! Just like many of you, I desperately need tier 5 but I do realize in all likelihood it probably will not happen. “We The People”, yea right!
Today I lose all my unemployment benefits after two years of looking for work. I worked in the social service field in Illinois so when they experience a budget crisis last July many agencies close and no jobs were posted. I tried seeking employment anywhere i could but could not find it. I tried various agencies and was told I could not be help because i received unemployment benefits, I cannot understand this! I do not know what they expect for people to do right now. I cannot understand why the unemployment cannot be extended and job programs implemented in order to train people for other job industries such as health care while receiving unemployment benefits. i think the people in Washington only care about themselves and since they are missing their payments. The common people are not important.

I know this situation is affecting millions of people and it needs to stop. I have been thinking along the same lines as Jason above… What if EVERYONE…and I MEAN EVERYONE, just didnt go to work PERIOD for a month…not just a day! Now…I KNOW that would get someone’s attention! Since this is a service oriented country now and not a manufacturing country…this whole country would basically shut down now, wouldnt it? Just think back not too long ago, when the truckers…just the truckers, went on strike for a few days or a couple of weeks because of the high fuel prices! Now, that caused a lot of major issues all over the country! If everyone, including working people, would get together and do something like this (as I know there are working people who have someone in the family who is OUT OF WORK…), I believe it would send a clear signal to those who think they “run” the country, to get something done about the wars, unemployment, creating jobs and making this a major manufacturing country again!
But, I know…sad as it is, that “most people” would not even stand up for their own rights to even consider doing something like this! Our “Taxes” we pay (when we are employed…that is…) do NOT go towards our country’s maintenance, ie. roads and education. Those taxes are only interest paid to the IMF who loans our country all the money we could ever need (and can never afford to pay back and they know this)…so we are indebted to them forever! What a GREAT DEAL, dont you think? NONE of the money we send in taxes goes towards any humanitarian projects (as they lead you to believe)! When is everyone going to wake up and realize we are the sheep and cattle being led to slaughter so they can continue to eat their lambchops and steaks while the rest of us die off and leave more room for them? I’m afraid to tell them…they are NOT a “special breed” of human who is above everyone else! They are brought into this world just like everyone else, we put our clothes on the same way they do and they are not immune from the same things happening to them if the situation arises. But…Oh yeh…thats right! Their buddies will BAIL THEM OUT TOO and make those of us who are still alive pay for it!!! Wont they?
So…they need to get off their high and mighty pedestals, come down out of the clouds (since the air is so thin up there) where you can actually “SEE” what is going on around you and as an added benefit, you might get a little more oxygen for clearer and more rational thinking to do what is RIGHT for a change instead of thinking is “NOTHING WRONG WITH AMERICA…all is well”…(maybe for the ultra rich)! Who do you think helps you make all that money? The “little people” like us who perform all those “services” we train ourselves to do…all those material things you want to buy or have made for you…come from us little peons who do all the menial, insignificant tasks you wouldnt do, or dont know “HOW” to do yourself, dont they? What if by some miracle, all your money vanished? You would be the one asking, no begging US…the “little people” HOW to survive and even do simple things like how to can and store food, maybe rebuild an engine or how about that big private jet you have…who’s gonna fly or repair it or make the fuel for it? You? It does take special training and a license to even be allowed to work on aircraft…although, when everything does go back to the 1800′s, because this economy collapses (and very soon I might add if things dont change), we wont need aircraft anymore, will we?

Not only the number that they give don’t represent the people that has used all of their benefits but what about all of the self enployeed (carpenters, plumbers, contractors) that havent being working because no one is hiring and they don;t qualify for unemployment. Of course the goverment is lying they don’t want to know the real number of people unemployeed. They have a job and a good paid one by us also, so what do they care as long as they get there check. I was out of work for over a year looking every day with no luck, I ‘m one of the fortunates that finnaly got an offer but my father has been out more and still nothing and his is ready to run out. Tier V is desperately needed for millions of Americans. I have lived in Michigan my entire life, I lost my job in a large corporation and there are absolutely NO jobs to be found! For example,Post Cereal was hiring in my area for 3o open positions, and over 3,000 people showed up! There is such demand for jobs that it’s very difficult to get one. The unemployment is at 15.4%! The national average is only 9.8%.
I think the members of Congress all should be put in the position that they have put their constituents in – let them lose their homes, insurance, cars, the ability to feed/clothe/maintain their families! Maybe that would get their attention??? I think we, the people, should vote ALL of them out and replace them with a whole new House and Senate! Why should we re-elect them to represent us, when they represent ONLY THEMSELVES!!!

I have been on unemployment since July 2009. I have sent out over 400 resumes and received 1 interview from it. I have 3 children to support and my unemployment expired today. I bet nobody in Congress is willing to forego their overinflated salary to help with thte deficit or unemployed.
i have been unemployed since december of 2009. this is my first go around, and let me tell you it is not easy. i have applied everywhere possible. i have no college education, just on the job training, but i am 49 years old and have a lot of experience in what i do.i have only received benefits for 6 months, and now they are telling me that i am not elidgable for an extension. i have no one to turn to.they said i missed the deadline by 2 weeks, how can that be? i know people who have been getting benefits for nearly 3 years, but they always seem to run out at the time they issue extensions!!!!! GO FIGURE!!!!!!! i am not looking for a hand out, just something to get me through, i have worked my whole life as a single mother, and supported my children on my own, now i need help. please we need tier 5, and we need jobs immediately. we are begging for help, and those that are opposed to it should be ashamed of thierselves. how would you like to be unemployed, or homeless? i am 3 weeks from being homeless, and believe me, i am scared to death. i have never been in this position before. as they say at the unemployment office, i have exhausted all of my options!!!!!!!!!!!!!!!

I have one big question what is the FAIR TRADE ACT, and who is it really fair for, but most of really know and the ones that don’t know need to. What about that great tax reform of 1986 which gave the biggest tax breaks? To the wealthiest few, and then started taxing unemployment benefits who are mostly the many, at the bottom of tax earners. Which is still in effect today, the first 2400 dollars off the top for 2009 what a joke? How about that tax break back for when you’re down even that would help WE THE PEOPLE

I think you should start with the loop holes refugee status or the churches, that should get you started. And the list is so long to really list, but some of you are worried about the Mexicans and they where already here and I guarantee they don’t get anything. You would be amassed what the Russians and many other groups, get from their far away land when they set foot in America. They don’t want to talk about this tax burden on the taxpayers I know we are the “quote” “the melting pot”, but lets get real why should one group or groups get things that others do not get isn’t this land supposed to be the land of equal opportunity without discrimination, we all know our past witch wasn’t good, shouldn’t we have learned from our mistakes. As long as you’re doing well, just another way of trying to hide the big mistakes made on Wall Street and the banks with the government the buyoffs, payoffs the top regulators CEO’S de regulators, speculators and they don’t want to accept or admit the real truth. Don’t even mention the bailouts!
This will all be at to burn the bridge before you can cross it so to speak, before the big Unemployed Workers uprising in this great country because they foresee it coming, and they have time and money to try to stop it, but they won’t be able to deny it when where all on the streets in major protest and in there front yards and backyards with tents. I think nobody wants a handout but maybe a hand up. I still see a lot of pot holes out their lets all fix them. propaganda for the next election in November. I wonder if they think that those 18 million will make a difference in the election if the let them starve and out in streets not to happy to be understated. But my prediction is they will push for Wall Street hand outs and put the American people with no jobs on the back burner
All you hear on the news stations is about the Oil, Blago, and Joran Vandersloot – I have watched ABC, CBS, Fox and no mention to the all the Americans that benefits from Tier 1 on that have expired. This is crazy – If you have 4 tiers available why do they keep ending them. I was getting ready to start tier 2 and I cannot even sign up for it. But, all my co worker’s that started unemployment earlier than I did are on tier 2 now getting checks each week til their’s expire. It’s sad to apply for jobs and get a generic e.mail back if that. Why are we taking care of other countries and American’s are losing everything we have worked our entire life for. 8 years away from retirement and I have never felt so depressed. Change the law! No more job’s overseas put American back to work in America! I don’t see other countries hiring American’s!
Lots of people in the gulf are now “unemployed”. So many worked for themselves so they don’t get counted. Working for BP in toxic contidions is not their dream jobs, and they know they will get sick. But they have mortgages and families to support. Business that are suffering are not counted. On the Ed Show, a hairdresser said that here salon there is empty! Unimployment has gone UP, not down!
People, why are you so scared to revolt? Why do you sit here and let these politicians mess with your livelihoods?
1. Take all of your money out of large banks including both foreign and domestic owned. Put your money in credit unions or small town banks.
2. Vote everyone of these douche bags out of office who votes against any and all extensions. Granted this won’t put them in our shoes as they’ll probably be appointed by one of their constituents and we’ll be stuck paying for their unnecessary job.
3. Don’t sell your gold no matter how desperate you are. Ever notice that there is more “we buy gold” commercials on TV? Because the dollar is worth absolutely shyt. The mission of the big bankers is scarcity. If you have a small quantity of something its worth more. When the masses have what you have, it’s not worth as much. Diamonds, gold, YOUR HOUSE, YOUR LAND. All proponents in their mission to take whatever they can from you.
4. FIGHT FIGHT FIGHT. Don’t go down without a fight. Our government is too powerful. Why are we hiring more cops? Hmmmm. So they can have complete control of us when/if we do have a mass riot to overthrow the government.
5. I TRUELY don’t believe that we were in a recession. I feel that these big banks saw that people were starting to pay their mortgages, car payments….we weren’t spending outside our means(some were but a majority were paying their bills). They don’t like this. It messes up their future numbers cause they rely on us to fu.ck up and overspend. Why do they always want to settle on 90 day past due accounts? For half or less?
6. WAKE UP AND VOTE THESE DOUCHES OUT.
Our system is broken, while I don’t agree with most of what the tea partiers say, when our elected representatives don’t think the extention bill is important enough to delay their vacation, I think I must join them and help bring about change now.

I am 33 years old with two children, a mortgage, vehicle payment, utilities, food cost exc… I have only claimed 26 weeks of benifits and have not had the luxury of even one extension. Yet I do agree that until jobs are available that benefits should last. I have never claimed a dime of benifits before this like millions of others. I think that all of our elected representatives should refrain from collecting their weekly paychecks for one month and see how even they can struggle. I have been without income for three weeks now going on four and do not know how much longer I can last. Tell me Senator does this not sound like it may be urgent, pressing, compelling, unforeseen, unpredictable to you? I will tell you a simple fact it feels like an emergency to me.
