Unemployment Extension: Tier 5 & 99ers Debate Likely To Heat Up Soon
By Ashley Jones on July 27, 2010, 9:28 am Posted in Economy NewsNow that Congress has extended unemployment benefits to more than two million out of work Americans, calls are being made to help about one point five million people left un affected.
The extension allows workers out of work, but looking, to be paid unemployment benefits for up to ninety-nine weeks. People who are past that mark are dubbed the 99er’s or Tier Five since the current unemployment compensation guidelines identify four tiers as the unemployment time frame drags on. Opponents of Tier Five contend the claims are going to add to an already too inflated Federal deficit. They also say it inhibits the person from trying again to find a job.
What Has Changed
Historically, unemployment benefits have been paid for twenty-six weeks with no guarantee of continued benefits after the initial claim period. In the recent economy, tiers have been added which almost automatically grant the claimant three additional time periods adding up to ninety-nine weeks. The reason the Tier Five or 99er debate is expected to heat up soon is because most of the people at the end of the ninety-nine week period still have not found a job. While critics of the extension feel jobs are available, the supporters for the Tier Five extension point out the economy remains stagnant and says jobs are not as plentiful as some people would want us the believe.
There Was A Compromise.
Critics has been successful in one area. Extending the government subsidy for Cobra benefits was not part of the recently passed legislation. The Government has been paying up to sixty-five percent of the Cobra cost which provides health insurance coverage to those who are out of work. Opponents point to the Cobra action as a positive step in not helping grow the Federal debt any higher. And provides, they say, those unemployed with an additional incentive to return to work.

i am so sorry people. it aint going to happen. the rest of the world does not appreciate it but the U.S is a cold place. this would not be the first time that our country has shown an immoral lack of concern for its people to placate the petty and unrealistic concerns of the wealthy elite. i would say its time to stop being quiet humble and hopeful. this is it now or never its time to get out there get off your computer and go apeshit before we get anymore complicit and apathetic

I wish they would get off their fat a***sses and pass this TIER V we all are suffering and it seem like they like to play with our lives or lack of should I say I am a 58 yr. old,Disabled Vietnam Veteran and a 99 weeker with no benefits coming except the aforementioned disability which is not enough. When are they going to work for us and pass this or are we just a forgotten breed?

I understand if you are not in the 99ers shoes you would not want a tier 5 to pass.
BUT milions and millions of people are a 99er and need the tier 5 Debbie Stabenow Get out and work act which includes a tier 5. What do you not get…..I was always aimably employed and now to get a job at 50, well, let’s say is not as wonderful as you may think, too old for this too young for that need someone with transportation because I had to sell my camry…to live, now we need tier 5 to get jobs. You must get with the program, pass the damn tier 5 ………………….
me again….I cannot get welfare I cannot get tanf I am not eligible for this and that just food stamps…I am a breast cancer survivor and need coverage…06 can you help us……..tier 5 would give me a home for a little while longer and in hopes of getting a JOB, and why wouldn’t I take Macdonald’s or etc., now I have no income…so you tell me…..I am 4 months in arreaars, and no income. what what help…please, I have called my last employer and to no avail I have applied as far as I can walk to and etc…
It is ashame that the government, or should we say the rich doesn’t care that there are people that don’t have the skills to get or keep a job that they can keep for 20 to 30 years, and retire off of it. A lot of people like myself are raising three extra children, because I would rather see them with me, then in the system. I’ve worked my whole life, but never had the type of job that I could keep for 30 years. I’ve been doing housekeeping for 7 years, and I am knocking 40 in the behind, and my body can’t hack it anymore. I’ve done some college, and hope to finish. I think that tier 5 is just a helping hand to help us along the way. Especially blacks, they think were just lazy and want a hand out.

I recently saw the CBS 60 minutes show about the 99ers and now it is “Tier 5 or Hobo Up for us 99ers”. We live in a world with Unemployment Gone MAD and the New Depression Blues, and the CBS 60 minutes show on Oct 24 2010 should be eye opener for everyone with or without a job! We need a NEW Tier 5 Extended Unemployment Benefits Bill now or there will be a Hobo Up generation for future 99ers and others in the street. During 1934 a million and half Hobos rode the rails according to the department of transportation and in 2011 we will need a new Government HOBO Program for 5 millions 99ers out of benefits so we can learn to ride the freight rails safely when migrating for work . Congress can call the low buck training film class (1 day) and related laws the HOBO UP ACT and have old hobos showing the ropes to us newly minted hobos which should find support from the GOP. Hopefully the S3706 Bill by Senator Debbie Stabenow which seeks to add an additional 20 weeks might find a miracle and pass after the election. Also currently IRS has only a $2400 U/B tax free deduction. WE in addition need the JOBLESS STUB RETRO U/B TAX FREE ACT, a proposal bill that makes all U/B 100% tax free. While this Congress must address the root causes of what used to be an economy, it also must deal with the symptoms,i.e., continue UI for those needing to advance to another Tier after Nov. 30th, as well as adding as many weeks as it takes to get the 93-99′ers (mostly aged 40-65) back to work for the most part.If our elected bureaucrats worry about us being lazy or complacent, it is us who are the best workers and are used to working. Also, I would recommend Tier 5 “X” weeks added benefits at 100% pay, “X” weeks at 80% pay, “X” weeks at 60%, etc. This would keep us afloat while at the same time giving us incentive to look harder for work, as Tier 5 benefits would decrease as a function of time from inception.
Yes, Carl, I agree. How does it figure that unemployment benefits, the minimum lifeline for so many, be taxed at all. Hell, just give us 10% less to start with and save the paperwork. Besides, many court cases recently have ruled in favor of individuals standing up to the IRS. It appears that taxing individual’s incomes they attain from performing work/services for an individual or company in UNCONSTITUTIONAL. That’s why for the first 150+ years of this nation, there was no IRS and no individual income tax. Check it out. If Washington takes care of no one else (except themselves, of course) they should take care of you guys who put it all on the line and are still paying the price. I have a close friend, Doyle, with PTSD and hard as he tries to function day-to-day and even keep his sense of humor, he struggles daily to an extent the rest of us non-Vets will nwver have to.
I’ve got my dad’s Purple Heart from when he was wounded and lie bleeding in the volcanic dust of IWO JIMA in February 1945. He never talked much about that battle that left almost 7,000 marines dead, or the rest of WWII for that matter. But I know he didn’t enlist and risk his life over and again to see the country run the way we are experiencing today.

Im a 32 yr old 99er whos attending college in my sophmore year when my unemployment ran out which it is rough ive done everything from internet searches to pounding the pavement to get a part time job so i can continue my education to hopefully get a better paying job in a supposed better feild alternative energy is what im going for an associate degree in right now i have 4 semesters under my belt with a 3.2 gpa but probably going to have to drop out or at the least half time so i can get a job if there are any out there which from my experience theres arent any hiring around my area Tier 5 needs to passed ASAP
Seriously? I cant believe all the people saying “sign in tier 5 and give me a chance”! Give you a chance, I would say you had a chance for 99 weeks, when does this “chance” run out? I understand times are tough, after I got laid off I got a job 3 weeks later. THREE WEEKS! Now I have 2 jobs so I can pay off my bills (because I was used to having a high income). If all these people on unemployment spent the 40 hours a week legitimately looking for a job instead of on the internet posting about how they need more unemployment maybe they would have a job. Look at unemployment as someone paying you 40 hours worth of wage to LOOK for a job, submitting an application a day does not cut it. If some people’s resumes and applications look like the the posts on here (mis-spelled words and poor grammar) I would not be surprised you don’t have a job! This is America, People, no one owes you anything, pick yourself up by your boot straps and dust yourself off. 99 weeks is a bit much…
To the lady who wrote above: yeah, your special, but your also a WOMAN!!! Not saying that woman are NOT having a hard time, but ALL THE POLLS show that MORE WOMAN are at work than MEN!!!! Wonder why that is? For your information, I MAKE A LOT MORE MONEY WORKING than NOT!!!! I would MUCH RATHER spend 8 hours or more a day at work DOING SOMETHING USEFUL than staying at home trying to find a job. I went to an interview on Friday and the person that was interviewing me told me that there are 86 application he has received FOR ONE POSITION!!!!!!! That’s EIGHTY SIX PEOPLE APPLYING FOR THE SAME DAMN JOB!!!!!!!!! Before all of this, when I would compete for work, I would usually go up against 4 or 5 applicants. So, in short, it’s people like the lady above THAT HAVE NO IDEA WHAT SHE’S TALKING ABOUT!!!! But once again, congratulations on getting work. You’re a very special person and I guess the rest of us are just VERY LAZY and we all want to be homeless and watch our children suffer. Get a life lady, because that’s what the rest of us are doing.
There are over 5 million of us that OUR GOVERNMENT has forgot about. EVERYTHING that OUR PUBLIC SERVICE representatives have tried HAS FAILED MISSERABLY!!! We sponsored TWO DIFFERENT WARS, we gave MILLIONS, if not BILLIONS to North Korea in hopes they would not activate their nuclear program. As everyone knows, that was a waist of money. We Loaned BIG BANKS and WALL STREET money to keep them moving, SO WHERE IS THE PEOPLS HELP WHEN WE REALLY NEED IT?????

I’ve been out of work since January 28th 2009 and I’ve applied for over 1,000 jobs. I’m so desperate that I’m giving up the YEARS I have trained as an AREOSPACE Quality Assurance Technician, to dig ditches. Only there are NO DITCHES to be dug. Our President is playing basketball when his BIGGEST priority is THE PEOPLE. Thanks President for the worst Christmas in history. Think about this: even the great depression wasn’t as bad as we have it now. Thanks again Congress for thinking about the little people. But what do you care, you all already have jobs THANKS TO THE PEOPLE!!!!!! We did for you, now it’s your turn to DO FOR US.
@SEATTLEGAL..Have you takin into consideration not everyone lives in your state or town and that every state has different rates of unemployment? and also for example jobs in construction are non existant while the Health care industry is thriving. I have a distinct gut feeling you will regret your post on this thread. I hope you realize your reply was very pompous,demeaning and heartless.BTW we all pay into unemployement, therefore its our money honey, just like the 25 TRILLION we gave to banks that operate on a fractional reserve.

I’m glad that you have a job in a “thriving health care industry”. So, for those of us who did not choose that career path what are your suggestions-Go to college to change careers? That would be great if we had money to do that.
I’m guessing you own a home, make enough money with your so-called “2 jobs” to pay mortgage, car payments, insurance, utilities, dinner out 4 nights a week and not have to worry about anything other then saving for early retirement.
The folks on this site that you are bashing have probably cashed out all thier retirement money and lost thier homes and vehicles.
It also sounds like you believe we all sit around and job search when we feel like it and collect a check- I agree with Karl, I send out several resumes weekly(including weekends and holidays) and I don’t just use the saturated sites like Monster, Career Builder etc. I get out and call on companies in person, use career assistance resources. I also do not just job search in my current state- Guess what, companies are not paying for relocation and most companies will not hire you unless you are a resident. And yes I too have been to interviews that have 50 to 100 applicants for 1 to 5 positions. You need to really educate yourself before making statements.
If you think you can make a living on unemployement you are more pompouse, demeaning, heartless and ignorant then your post exudes. By the way- most states benifits are not even minimum wage and are not 40hrs a week equivelant pay.
I really hope that you are never in the situation that millions are currently dealing with and hope that if you are and come on here and try to be heard that you get the heart felt response’s that you have displayed.

Really calling them fatasses ect.is rediculous! Concidering how much theyve helped imagine if wed only gotten the regular 26 wks.!!!!!! Trust me i know we need a tier 5 there are no jobs i spend most of my time looking….i have 2 young daughters have lost my home, staying with friends and am about to have to live in my car which is illegal because i cant pay the insurance.ive worked scence i was 16 this is crazy!they say there are jobs ok then why are we all “choosing” to struggle? waiting on a t5??? DOUBT IT!
Time to go find the rich man and “pry it out of his cold dead fingers” anyway you can.
