Unemployment Extension: Tier 5 & 99ers Debate Likely To Heat Up Soon

Now that Congress has extended unemployment benefits to more than two million out of work Americans, calls are being made to help about one point five million people left un affected.

The extension allows workers out of work, but looking, to be paid unemployment benefits for up to ninety-nine weeks. People who are past that mark are dubbed the 99er’s or Tier Five since the current unemployment compensation guidelines identify four tiers as the unemployment time frame drags on. Opponents of Tier Five contend the claims are going to add to an already too inflated Federal deficit. They also say it inhibits the person from trying again to find a job.

What Has Changed

Historically, unemployment benefits have been paid for twenty-six weeks with no guarantee of continued benefits after the initial claim period. In the recent economy, tiers have been added which almost automatically grant the claimant three additional time periods adding up to ninety-nine weeks. The reason the Tier Five or 99er debate is expected to heat up soon is because most of the people at the end of the ninety-nine week period still have not found a job. While critics of the extension feel jobs are available, the supporters for the Tier Five extension point out the economy remains stagnant and says jobs are not as plentiful as some people would want us the believe.

 

There Was A Compromise.

Critics has been successful in one area. Extending the government subsidy for Cobra benefits was not part of the recently passed legislation. The Government has been paying up to sixty-five percent of the Cobra cost which provides health insurance coverage to those who are out of work. Opponents point to the Cobra action as a positive step in not helping grow the Federal debt any higher. And provides, they say, those unemployed with an additional incentive to return to work.

Many if not most people on unemployment can not pay for basic necessities with insurance compensation alone.

    I don’t understand why they can’t come up with the money for a tier 5???

    I read in the paper the other day about the politicians in the poor LA suburb that were making a ton of money. One of them A Chief Administrator, ROBERT RIZZO was making 787,000 dollars a year. That is two times the salary of the President of the US. and the mayors and councilman were also in the 6 figures for PART TIME WORK!!!!. That is why there is no money.. I think that we should demand that ALL of THIER Salaries be exposed and re-examined. They were forced to resign HOWEVER, RIZZO he will be recieving a severence pension of 650, 000 a year for LIFE!!! I say WTF, is going on here. This is a suburb (BELL. CA) of fewer than 40,000 residents!!!
    Money is being squandered left and right in this country and they sit there and say there is no money!!!!!!. ALL GREED and IGNORANCE.

    I recently finally got a job after 2.5 years of looking. I am making 8.50 an hour and I work very part time. GOd forbid they hire anyone FT. I used to make 28.00 hour. I am looking at foreclosure very soon and God help us older folks pay for our medications.

    I can’t believe the right-wing bias in this article. Well, “Money Talk” –it makes sense that you would support anything and everything the right-wing peddles. After all, the right is all about the money.
    The unemployed do not need “incentives” they need jobs. We are not talking about the drug-addled, we are not referring to people in need of welfare. We are referring here to the heart of our country, the hardworking middle class–the ones who are sandwiched beteeen the rich and the poor. The ones who paid every week into an insurance plan offered to the people to ensure protection from utter poverty in the event the worker loses their job.
    I am watching this country turn into the haves and the have-nots. Revolution is in the air.
    Since there are no jobs out there, then there needs to be unemployment compensation , which historically, has always been provided when the unemployment rat hits certain numbers. This has been true for both republican as well as democratic leaders. Both Reagan and Bush signed bills to extend benefits. The economy has not picked up enough to provide enough jobs for the unemployed. Therefore a 5th tier MUST be provided and provided in a hurry. Lives depend on it.

    Who knew that at the age of 59 I would be among the desperate and unemployeed. I worked for the same company for 25 years before getting laid off. Ashamed to collect unemployment I exhausted my saving and 401k. I even sold my home to keep afloat. Then I found another job. It lasted one year. In that year the company lost its largest client. I, along with many other people in my division,was laid off. With no saving or retirement left I filed for unemployment and now I have exhaused that. How did this happen? I did nothing wrong. I have been working since I graduated from college in 1973. I never even took a sick day in 25 yers of employment. Now at 59 I am in the darkest days of my life. SOMEONE NEEDS TO HEAR US AND HELP US! The people need a bail-out not just big business. Until the country gets back to full employment, unemployment benefits needs to be paid. PASS TIER 5!

    I think that we need to make a move on
    these rich bastard congressmen and senators
    in a major way to get our tier 5 unemployment
    extensions. I urge all of those that have
    exhausted their benefits and are losing’
    homes and cars to take action quick
    before they wind up with zero money and
    lose all they have — to call, write and
    fax congress and tell them you need help bad!
    Do more than that- get the media attention
    and make a fool of these rich bastards,
    radio stations and TV are very powerful
    when you need to get the job done.

    I have an MBA degree and an MS degree in
    accounting and computers and 30 years
    of experience. When my company loved away
    1.6 years ago, I believed that I would
    find a job quickly, but it never happened.
    I collected all my benefits, now my mortgage
    increased, they repossessed my cars, the
    credit people wiped out all my bank accounts,
    and they are foreclosing my home. Things
    went real bad and i am going to be homeless soon

    I also am a 99′er, but I would rather be labeled as a honest, hard working person, desperatly seeking employment. I lost my home, moved into a room in my brothers house, and I can’t even help him out. What can we do to get these senators to REALLY listen and understand what we are going through. I just don’t know. My God I never thought this country I love would be in such trouble, and ignore it’s people that are struggling so much.

    I really do not think those in representatives we sent to Washington care one bit about their citizens. They talk the talk but do not walk the talk. They can spend deficit dollars around the world on nations that could care less about the USA but then deficit spending becomes an issue with regards to its’ own citizens. I received the following article from a friend of mine that works for the free press in Maine. Though it has to do with SS, it is quite reflective of those we have sent to represent us in Washington. Just like those in Bell, CA. Maybe Jefferson was right, a revolution is long overdue:

    Congress received a raise and has better health and retirement benefits than you or I.

    Send the message to these individuals — “YOU’RE FIRED!”
    In 2010 you will have a chance to get rid of the sitting Congress: up to 1/3 of the Senate and 100% of the House!
    Make sure you’re still mad in November 2010 and remind their replacements not to screw-up.
    It is ok to forward this to your sphere of influence if you are finally tired of the abuse. Maybe it’s time for Amendment 28 to the Constitution.

    Those of us who worked for years to put food on our tables and provide shelter for our families, did our jobs. Because we work we paid into unemployment insurance, we paid our taxes into the Gov. These taxes we paid sustained America. Now no jobs for us, and we are considered beggers and lazy. Are they just plain Nuts? That’s why our country is in the State it is. People like that. If the Gov. does not pass Tier 5 and fights over it, it will be too little too late. Then we will see a Great Depression which will affect every single person. They say we cry – maybe we know and lived long enough to know what can happen. Republicans to me are finished. I don’t owe anyone anything and I am proud of who I am. I don’t have to make excuses to anyone. Let the Gov. do their job and protect America from becoming a wasteland.

    Without a doubt a Tier 5 needs to be added and not for 6 weeks like the Tier 4! We were the backbone of this country until big business was allowed to move OUR jobs to foreign countries! There are 300 applicants for every one job posting…everyone is applying for any type of work! If you are 50 or older the talk is you might as well resign yourself to the fact the you have a snowball’s chance in hell of finding any employer to hire you!!!

    Just a thought as they get they ready for yet another vacation! They will be voting on a bill to fund the war…a 60 billion dollar bill!!! Where are they getting that money from?! Use some of that to help us!!!

    $376,289 to the Assistant Manager

    If that did not make me angry, I also read in AOL News in “House Money” more news about our penny pinching government. The article’s heading “HOW CONGRESS SPENDS BILLIONS ON ITSELF” this breakdown spending was for 9 MONTHS from late 2009 – early 2010:

    FOOD TAB: $604k on bottled water
    INTERN AND PAGES: $4.4 million (food bill)
    NEWS AND RESEARCH: $1.2 million
    TRAVEL: $1.4 MILLION A MONTH

    I am very happy such articles and news are popping up every minute. This gives us a look on what government is doing with our money. Our government is spending a lot of our money on themselves, banks, foreign countries and Wall Street except helping the poor, homeless and jobless that are in dire need.

    I hope this tidbit of information will help make every 99ers stand up to our government officials and demand money to help us the American people and be accountable to every penny they spent. It is time we open up our eyes and look at reality in the face. Our officials are ignoring us the people who put them in their offices which they forgot, but come next month they want us to rally around them and put them back in their office this November. They don’t care about us but they love to eat to keep their stomachs full of good food mainly catered to them.

    As a 99er, I will send this email to every website I can find and will ask my Congressmen and Representative about the bills. I bet my last penny no one will answer my email they DON’T CARE.

    I’m a 99er also…The problem is that an economy is like an airplane in flight. If the airplane flies too slow, it stalls and falls to the ground and everyone inside dies. If it goes too fast, the wings tear off and it falls to the ground and everyone inside dies. If our government should suddenly stop increasing the deficit (slow down the airplane), it would have to more than double our taxes to pay its current obligations. If this happened, the economy would implode. So, what happens when several million unemployed people and tens of millions who receive some form of government assistance each month suddenly receive no money? How safe will America be? How angry will people become? Can you imagine long lines of people standing outside Walmart begging for food? Can you imagine being robbed at gun point for groceries as you exit a food store? Can you imagine gangs holding “gated communities” hostage within their gates until their financial demands are met? Can you image hospitals and doctors offices closed because there is no insurance and people cannot pay actual costs? When the government tells a huge number of people they will no longer receive government assistance, what choices will they have for survival? Consider Greece again (even though there has been a temporary respite for Greece by the European Union, the drama is not over – keep an eye on it). We’re doomed either way. You must turn to God for the answer not government for it to will pass.

    The republicans and the conservative right are playing a very dangerous game with all of our lives and our country’s future.
    I am not a 99er yet but will be next year if things do not change. The shear numbers of the people that will become 99ers has to be looked at.
    There are an estimated 14,000,000 million unemployed in this country since the recession started in 2008.
    I looked at that number to get a feel for what it really means.
    During WW2 there were about 12 million people in the US military.
    14 million people are about the population of all of New England.
    14 million people are almost the size of many states in this country.
    During the dangerous times of the 1960′s the protests and riots that took place only involved 100′s and 1,000′s.

    I am pointing this out because these are real numbers and real people.

    Even if only half of these people out of desperation to feed, clothe, have shelter for their families decide to:

    1. Go the hospitals for health care they would swamp the system.
    2. Take the law into their own hands to clothe and feed their children there is no way the government could hire enough law enforcement officers to control all of them. Let alone throw them all prison.
    3. Take to the streets in mass protests and riot. The riots of the 60′s involved 100′s and 1,000′s not these numbers.

    The other point that I was thinking about is that the riots of the 60′s were about politics for the most part. The situation today is about desperation of feeding, clothing, and sheltering one’s family and children. The desperation factor would make them all the more harder to deal with.

    Finally we are not talking about people who were on welfare, the public dole, food stamps, ECT. The majority are hard working people who are determined, educated, and have values that they take seriously. They are not going away.
    During the 1960′s we could watch the protests on the college campuses, in Ghettos like Watts in LA or Older poor cities like Detroit on TV.
    There is a good chance now these problems will spill over into many upper class suburbs.
    Something to think about for the politicians, upper management other working Americans while they are on vacation this summer.

    i am from w.v. coal country. one of the cheapest places to live, until the recession, which ill call the unemployment recession hit. ive looked for jobs. filled out applications. no one is hiring an adult when they can hire a teen for half the price, so this goes out to the president, all the democrats, and the public media who doesnt stand with the american people!!!

    I did everything you are supposed to do to be successful in this country…I have a college education and I have a amazing work ethic and worked hard to maintain of good credit score. Ok, Right? No, I am a doomed tier 5 99er with no prospects. I have applied for positions that meet my skills perfectly and cannot beleive I have yet to get an interview. Out of need I have asked for public assitance. Are you kidding? Me never …Welfare…Food Stamps..And learning this crazy system set up to help people. Obviously, most people on welfare are either drug addicts or mentally challenged because I receive letters to show up for a mental evaluation and drug test….Well I don’t do drugs…ah never have and I have an iq of 140 with no mental illness. I am dumbfounded to say the least..Do I really even want to live in this country anymore? probably not

    My unemploymenty benefits were exhausted the week ending APRIL 17, 2010. I’am 55 years old and haven’t had any response to my applications that I turned in to different employers. I was justlooking on the site for unemployment benefits in Tucson, Arizona where I live and felt very insulted reading about the benefits that are going out this week for other unemployed people, happy for them, but pissed off at our goverment for treating us so unfairly,being left out like we are some kind of refugees, shame on them.I will vote aganist the politicians who threw us 99ers to the wayside.

    Bills are still coming what will I pay them with? We 99ers need those benefits. I don’t qualify for any assistance from Department of Human Services because I don’t have a job. They will not help me.
    I was layed off. The company could not afford to keep all of their employees. They had no choice but decrease their workers.

    I think the problem is that we have a bunch of overpaid working people in our government that have NO idea of the plight of the common man. Its easy to say no to a bill that would pay the unemployed when your sitting fat and making more money than you deserve. These people are suppose to work for the people so I say lets make them one of us.All Senators ,Representative and all other officials should have there personal accounts frozen while in office and be paid only what the average wage for their state is for an 8 yr term.they should also be made pay for all exspenses just as we are.No free housing ,cars, insurance,food.travel,school for their kids etc.If the average for their state is 35000 then thats all you get,and then try to live on that,Maybe then they wouldget off their high and mighty asses and start getting something done for the people instead of laughing about how bad things are for …those …people Make them one of us.

    We need to send a message to Capitol Hill that we are at the end of our rope! I have worked continuously for 40 years, then my company went out of business last year and I was left with no job, a 401k account that was worth half of what I paid into it, and a mortgage I couldn’t afford. Things keep going from bad to worse, and here we see complete apathy to our plight. We have to watch Pres. Clinton throwing his daughter a multi-million dollar wedding, (sorry I won’t be able to send a gift), West-coast administrators earning 3/4 million in salary, Congress voting raises for themselves and bailouts for their fat-cat industrialist friends, the list goes on. I just want a job so I can pay for my kids to go to the community college and put some hamburger on the table once in awhile (we’ve been lucky enough to live on hot dogs and peanut butter sandwiches for the past two years). Well even if nobody listens to us it feels better to get it off my chest.

    I wish someone would create a website that lists the voting track records on unemployment and job related issues. At least a list of those who voted against the last extension so we can forever remember their names and truly vote them out. It needs to be made easily accessible to the unemployed public. And it’s not just the unemployed that will vote them out, it’s those who can relate, who have been unemployed. The families of those unemployed and the friends and people who care about their loved ones who had to suffer because of the senators votes. Their names need to be spread all across the internet pointing out who voted against it and who is likely to vote against an extension for the 99ers. We need to quit letting them get off easy and hold them accountable for all the suffering they are causing.

    See congress never has to worry about paying bills or being unemployed. They gave themselves lifetime pensions even if they serve one term. So they are not asking how do we pay for that for life? See they think UI for life is okay for them but 99ers no money for us.

    To everyone that is on unemployment and is responding to these blogs. Congress is getting ready to go on a month vacation. The GOP filibustered the small business bill that is loans not spending and in the bill if you don’t use the money for new jobs you lose the loan. They are going on vacation with 4 million people have used up 99 weeks of benefits and have no means of survival. The suicide rate has gone up do to people not having ways to pay their bills or feed their families. So what can we do? Go to Senate.gov and look up any Senator that has help cause this situation and has gone on an unnecessary vacation. Flood their home offices with calls and faxes. They would scream if Obama took a month off.

    To anyone that believes the unemployed are sitting on our butts, let me tell you what is going on. Two major things:

    1) When companies were forced to lay off workers their goals didn’t change they were still in business to make a profit and if they had share holders they still had their yearly projection that was promised to the share holders. So what they did is just made the people they kept work harder and longer. Maybe had some people that were in management get back to physical work instead of just supervising. So if they hit their goals with less workers there is no incentive to rehire until their goals are too high their current work staff can’t reach it. So less labor and hitting quarterly goals creates larger profits.
    2) I been in management most of my life and wither you are a manager of a small business or a big enough business that you have a Human Resource manager. Hiring can be very stressful. They are looking for a person that will be right for the company and stay and help the company succeed for a long time. So when they are looking at applications and interviewing people they have those criteria’s in mind plus they have a pay scale in mind. So they are not going to hire someone that was making $90,000.00 for a $45,000.00 a year job . Why? It is not just because they might be over qualified; it is will this person stay with us for the long term? or until a better paying job comes up. Yes, during the interview most applicants will say they are looking for anything right now and will be a loyal employee. The interviewer knows that as soon as that person gets called back to their old job or is offered a higher paying job they will leave 99.9% of the time. So part of there job of hiring is to find a person for the job that will stay and keep turn over down. That means be very careful who you hire because every person you hire cost a company around $3,000.00 to $5,000.00 in training. ½ of that amount on the new hire and the other half for the person spending time training the new hire, plus the hours of paperwork done when there is a new hire. So every time you lose that hired person the company takes a loss. By the way high turnover is #1 on the list of losing your job as a manager or HR manager.

    This doesn’t stop us from looking but just shows the reasons why we are not getting call backs from resumes or applications. It is just the facts, a SUBWAY owner isn’t going to hire a person that was making $50,000.00 a year and train them when they can hire a person that has worked in that field or prior work history pay scale is close to what he is offering. He just can’t waste time with turnover.

    Lets not forget the 99ers – Also don’t forget who caused the delay in the extensions vote them out!

    I am a 99er–I worked for 46 years and was laid off 7/08 –I was 62 years old at the time. very difficuly at my age to find employment..We have over a million 99ers now but the list is going to be added to all the time–I have a fried who is going to receive UI under the Obama plan, but only for a month then he will be a 99er..At the rate this is going there will be more 99ers than under 99ers. The senate vote did nothing to address the real problem, and they sure cant create jobs fast enough for all of us. I would like to be able to live with something until they can straighten out the economy.

I am not here to enumerate your problems, I am here to introduce you to a method of solving them.

    In my bag, I have a fool proof method for controlling your slaves. I guarantee everyone of you that if installed it will control the slaves for at least three hundred years. My method is simple, any member of your family or any OVERSEER can use it.

    I have outlined a number of differences among the slaves, and I take these differences and make them bigger. I use FEAR, DISTRUST, and ENVY for control purposes.     The black slave, after receiving this indoctrination, shall carry on and will become self-refueling and self-generating for hundreds of years, maybe thousands.

    Don’t forget you must pitch the old black VS. the young black males, and the young black male against the old black male. You must use the dark skinned slaves VS. the light skin slaves. You must use the female VS the male, and the male VS, the female. You must always have your servants and OVERSEERS distrust all blacks, but it is necessary that your slaves trust and depend on us.

    Gentlemen, these kits are your keys to control, use them. Never miss an opportunity. My plan is guaranteed, and the good thing about this plan is that if used intensely for one year the slave will remain perpetually distrustful.

    I have never been so scared in my life. 45 years of age. I have worked my entire life. Never had to be on unemployment. I have 2 children and am considered a 99er. I am a single parent. What I have discovered, besides the fact that the thr are no/few companies that are hiring, the people that actually get the jobs are the younger generation. I am happy for anyone in this economy that actually can get a job.. but what about the people that have worked thr lives and are over 40? It is so hard to actually find a job at my age. It just is what it is. I am still in search and have not given up hope. Now, without unemployment help, I have no money, no gas to even continue my search. I have applied to many many jobs over the internet. Nothing! Unfortunetly my children and I will not have a home to live in. My savings is gone. I am trying so hard to stay positive and focused and not completely break down. We need to get a teir five for those of us who need it. Why are thy ignoring us?

    I’m a 99er who was evicted a month ago from the apartment where I lived for 24 years. It was sudden! A banging on the door, my full name shouted, my wife and I are given 5 minutes to get out. Alas! Homelessness !!! All because some bigshots in Congress believe they are immune to homelessness. Well, I wish homelessness on everyone of them that contributed to what happened to me and my wife.
    And, just in case they believe it can’t happen to them. Be reminded that Sadaam Hussein had seventeen palaces, but was pulled from a hole like a rat.
