Unemployment Extension Benefits, Tier 5 & Cobra – Latest Update

By Phillip Williams on July 27, 2010, 7:07 am Posted in Business News

The recession continues and people doubt the White House’s truthfulness about the economic recovery. Congress voted to extend unemployment benefits for a fifth time in recent weeks, letting people collect benefits for up to 99 weeks. The Tier 4 extension has one important different from the previous extensions that occurred. Cash benefits were continued, COBRA health insurance benefits were not. COBRA is a federal program that allows unemployed works to pay a part of the premium and keep their former health insurance until they find the new job.

Latest Information on Tier 5 Updates

Tier 5 does have some provisions for the unemployed. It does not extend the current limit of 99 weeks, but it does allow people to file claims retroactively and extend the deadline for the filing of unemployment benefits. A person filing for a claim under the tier 5 roles can file a retroactive claim if their payments are reduced and has until November 30th to file a claim for an extension of benefits. The law does not provide additional rules for people filing for unemployment the first time.

What Else is in Tier 5

Congress has not extend COBRA benefits, nor does it intend to add additional benefits for those who have received them for 99 weeks. Although proponents of the measure argue that dumping more cash into the market will help the recovery process, opponents believe that extending benefits will prevent people from looking for new jobs. The measures in tier 5 are largely designed to make it easier and cheaper for businesses to hire new employees rather than to extend unemployment benefits. Tax cuts and credits are possible. Debate on the bill continues and the house or the senate may decide to extend unemployment benefits before the extension package gets sent to the president for approval.

Does anybody know what happens if one is in the 3rd week of the EB package of 20 weeks at the end of November? Do we receive the additional 17 weeks as part of Tier 4 or is it cutoff at that point? thanks in advance for any advice, I cannot get through to the UI office.

  2. Jay Santos says:

Did the person who wrote this ever consider getting facts straight before writing complete garbage?

  3. Me says:

I don’t know what state you live in BUT I think while you are on that current tier; if it expires after the filing deadline then you do not continue to the next tier unless another vote and/or extension is added…

Some advice: If you can, take some of your check each weeks and stash it, at least if you run out you have something to buy food etc in following weeks… I’m a 99er and waiting in agony for some good news….

  4. Elizabeth says:

I am pretty sure you will be able to collect those 17 weeks after the end of November. I think benefits can be collected through April. It is all so confusing, I know, but you should be able to collect on those. I had an extension that I was in the middle of for the previous June 2nd deadlineand I was able to collect on them through the end of June. Good luck!

  5. Dedra says:

    what is this guy saying??

  6. Mick says:

    No idea Dedra.

  7. mike foley says:

I have been working since I started shining shoes at age nine.
I joined the Navy at age 16 and had to wait until I was 17 to go to boot camp.
I am now 62 and can not find a job, and have exhausted the “99”weeks.
According to the “Republicans” I am living a life of ease, on no money, and when there was unemployment benefits, I received less than %25 of what I was earning.

Whether I am employed (at my age, get real) or not, I will work to put all Republicans now in the U.S. Congress, out of work and see how they like rejection. But most of them don’t need a job, and wouldn’t know real work if it hit them in the face.

  8. jeanne crowell says:

I live in Illinois. I am going into the last 6 weeks. After that is 20 weeks of EB. According to the IDES website, I can receive that until dec 4. I won’t get the full 20 weeks unless another extension is passed.

  9. Harrison says:

Thanks mike foley, I 2 will help u 2 rid those in congress, senate, house who have made us suffer so they can live.

  10. Michele Craig says:

I know this sounds like a broken record, but I was told when my 99 wks were finished to continue to call marvin incase of an extention, I did so, and now they are saying we will not receive any benefits. Whats going on.

  11. Stacy says:

It’s just erks me when journalists DONT get the facts straight the recent extension was NOT tier 5. If you dont know what your talking about dont write about it. It just gives people a skewed reality of what is real and what is just plain b.s

send the illgals home, that will create jobs or have them pay taxes and use that money to help payunemployment…

  20. mary henry says:

i drew my last check in May i think, i was still calling my claims in the they locked my pin number and i called and got it unlocked now they are saying i have a break in weeks and will not let me open another claim. they said i don’t have any more money that i haven’t worked in 2010, i know that it is the reason i need the unemployment, i stayed at the win jobs center all day monday only to find out nothing,i am going to the win job at another location, because our local one can not do any thing, i though i had the right to open my claim and keep it open, they must not realize we do not have free long distance phone calls and free gas to go to all these places so that will be 3 days i have spent to find out i will not be getting anything because i do not have money in my account. i thought that was what the federal money was for was to deposit in accounts so people could eat, and by the way i have great chances for getting a job at 65 years and homeless, i see the Ms. Senators voted against it, of course they have plenty money anmd ms. is the lowest paid state on unemployment and they don;t even want you to have that, well election time is comming around, so somebody give me some input please.i have no where else to turn.

  21. New Paradigm says:

@ Michele Craig – Keep calling Marvin (Michigan’s unemployment computer) as long as you are seeking and available for work because this certifies that you are in fact, willing to be part of the workforce and keeps the official unemployment rate closer to a true reflection of the economic reality of our country. It also diminishes the concept that unemployed people are lazy and claims of a declining employment problem. According to the Department of Labor, n Michigan, the unemployment rate declined last month – but so did the work force – most probably because those who did not get compensation did not report. Check the “Detroit News” on Friday for an article about the face of the 99ers.

  22. worried says:

Has anyone started receiving checks yet? I live in Massachusetts and all they are saying that we are going to get letters telling us how to claim the benefits. Who the hell wants a letter?! just send the checks.

  23. Stop sending our work oveseas says:

I would much rather have a job ( IF THEIR WERE ANY THAT WOULD HELP KEEP A ROOF OVER MY FAMILYS HEAD ) than ask no beg our elected officals who will see our rath come november for a tier 5 extention

  24. Jack says:

No Tier 5 for unemployed life-long taxpayers looking for non-existant jobs, but BILLIONS in foreign aid for those who hate us, including Palestinians who danced in their streets when 9/11 attacks happened. Congress to unemployed Americans: “You can pound sand. Just go away!” They have more important things to fund.

  25. RobinHood says:

THIS SITE IS A TOTAL JOKE…WAKE UP PEOPLE!!! THESE AREN’T REAL JOURNALISTS, THEY ARE SIMPLY SOME PEOPLE WHO STARTED A WEB PAGE sponsered by Google Ads, and so thereby are generating revenue from Google Ads every time you visit the site or click on one of the links…they go to other sites, where REAL journalists write for REAL news organizations and cut and paste a bit of information, many times getting it wrong…

Only use this site if you want to vent with other unemployed as yourself…other than that, go to ABC, CBS, NBC, CNN, MSNBC, REUTERS, and so on for ACCURATE news stories and reporting!!!

  26. Patricia says:

There isn’t a Tier 5. Get your facts straight or forget about writing. You need to rewrite this and correct your mistakes. You are pathetic!

  27. belinda says:

I think the president is for himself and the senator too but they do not realize if the people did not vote for him I fell that we might be getting a tier 5. I work all my life and can not find a job right now at the age of 51.I fell like you think the money is coming out of your pockets.

  28. Diana says:

  29. susan says:

I have NO respect for our government anymore and I’m not alone. We Americans are LOSING everything we’ve worked so hard for all these yrs. just to see it given away to a country that does not give a shit about us. Pres. Obama, get ready for the looting. We haven’t seen anything yet. It’s so sad. My grand daughter could run this country better.

  30. melissa says:

I am so tired of reading that the republican party does not want to dump more money into unemployment for fear people will not look for jobs! Bullshit!!! Its a complete lie! They need to tell the truth! Every economist has stated that the unemployed will help the economy! The republican party is only worried about one thing and that is making our president look bad! They could care less about the unemployed. They know we need help! They do not care about us. They are on a mission to make this president look so bad that he will lose the democratic seats and then the republicans can continue to reduce the American Middle Class Workers to poverty, while becoming rich in the process! That is all the republicans care about! We are not drug addicts like the republican party states, and we are not lazy like the republican party states! We are sick of the republican party voting no on everything that may help us in order to find employment!!! Republicans suck!!! They are leaving children to starve in the streets of our country, while utilizing all the racist people in this country to help finance their campaign!! You republicans are all in for a treat in November…….We will vote you out, because you cannot take our right to vote away from us!!!!!!! You all really need to be fired, and drug tested!!!

  31. melissa says:

    Susan,
Educate yourself before you speak! Do you have a clue as to who votes no on every extension? I am sure you do not. So before you go downing the president who has been stopped by the republican party, on everything he has tried to do for the unemployed, go do dome research, unless your one of their racist campaign donators? If thats the case get lost!!! We are through hearing from the GOOF TROOP called the GOP!

  32. melissa says:

Anyone that is unemployed and has lost their benefits should take offense to anyone downing the Democratic party that has gotten all of us our extensions. If it were up to the GOP and their cronies we would all have been cut off two years ago!!! I call the gop the goof troop and that is exactly how they lead, spend and have driven our economy into the ground in order to line their pockets with money. Not caring about the people that elected them to help us! They make me sick what they have done to families in this country and poor hungry children! If you are unemployed and you are not lazy or not a drug addict you had better vote democratic or you are doomed! The republican party thinks you are a peice of dog crap on the bottom of their shoe!!!!

  33. melissa says:

In 2008 we wanted to take back our country and voted for our president, well we still have work to do because there are still a few rodents left in congress that would like to see the unemployed homeless and hungry! Get the republicans out of office in November for a pure change in the USA! We do not have time for their racist beliefs, we are looking at homelessness because they vote no on unemployment extensions calling us all lazy and drug addicts!!! Vote for the party that will not steal your money, and bankrupt the country a second time……. The DEMOCRATIC party cares about the unemployed and homelessness unlike the GOP!( GOOF TROOP)!

  34. melissa says:

VOTE OUT THE REPUBLICANS IN NOVEMBER FOR YOUR FAMILIES TO SURVIVE!!!!

  35. melissa says:

    Belinda,
Get it right!! Do some research on who votes no for your unemployment extensions! What is wrong with some of these people that think the republicans are for the unemployed? MY God, get it right or you will never get any help!!!! The republican party is keeping you from getting a tier 5, the GOP, THE GOOF TROOP! Can you read, look up who votes no!!!! Dont blame the Democrats, it sounds ignorant!!!

  36. melissa says:

    Dear american citizen,
We the unemployed have heard enough from your party……REpublicans. Even if all the illegals were gone they,(YOU) the republican party helped bankrupt our country, and refuse to help the unemployed, so they can look for jobs, calling us all lazy and drug addicts! I am so sick of the republicans thinking their racial slurs are something they can use at their campaign in november. Keep it all to yourself, because the american workers that are legal need help and your buddy georg bush didnt give a rats ass about the illegal immigrants along with your party until now. So take your racial bullcrap somewhere else. They also the republicans are racist against us by calling us all lazy and drug addicts!!! Their just a bunch of rich pricks who do not care about anything but getting richer!!!

  39. Unemployed says:

Republicans or democrats…it really doesnt matter. There aren’t any jobs out there to make money. Who really thinks that the unemployed wants to collect a small percentage of their salary ??? All I am saying, people need to eat and if the ignorant government want to play with peoples emotions, I am certain that crime is going to become a huge factor for the 99ers. Just watch and see, all the killings and robberies that are going to come from this.

  40. Dion says:

I`ve been unemployed for almost 2 years. My problem is I`m in construction,in Ca.All the construction jobs are being taken over by illegals. I build cabinets all jobs I even got to talk to anyone about, said I had to be fluent in Spanish to work there. The number of unemployed in Ca. almost match the number of illegals who are taking our jobs, while their children are on welfare and medi-cal.This needs to stop. What part of illegal do we not understand?

  41. Pierina Bruch says:

How dare they say if they give us money to survive that we won’t look for work. How to you find something that does not exist. The issue is we are not getting jobs created as the government promised us so if our money runs out and there is still not jobs thats just tough. We are accused of being lazy through this we are being judged negatively. This is a great injustice the American hard worker has allowed to grow because we trusted in our government to protect the American dream. Now they should trust in us and do what is ever necessary to help the struggling families. We’re talking children and dependents that will lose their homes and be deprived. This is unforgiveable, we furnished their salaries when we were employed and now that we can’t they won’t take care of us. We the people need to take a real stand here because if I loose my condo and my disabled son is out in the street there will a press release they won’t forget. Those who want to join in this and I will call it a rebellion let me know. Can anyone tell me how the tea party is standing on the tier 5 issue?

  42. Struggling2survive says:

Why would they not consider extended the benefits even for those who have drawn out their entire 99 weeks? I have drawn my 99 weeks but I have looked for jobs the entire time I have been on unemployment. Being unsuccesful, I have resorted to going back to school to try and see if after obtaining another degree if it helps to obtain employment. I have a 4yr old and 5 month old and struggle to survive and take care of my children. I am sure maybe their are people who are not seek jobs and want to stay on unemployment but their are those people who actually look day in and day out for jobs and then turn to alternate routes especially when they have children to think about. Tier 5 needs to be considered!!

  43. Sandra Haas says:

Is there any help for someone unemployed as of Dec. 17 other than unemployment benefits? My Cobra insurance for my husband and I is over 1200 per month and we have only his Social Security income to live on and pay for those premiums. I believe my unemployment benefit (if I qualify) will be around 250. I am an attorney, age 63 and in fairly good health. I am actively seeking work, but have not found anything available for someone my age. If we don’t have insurance, I know my husband’s medications alone will eat up our income. Help!

  44. Great blog post. The things i would like to bring about is that computer system memory has to be purchased but if your computer still can’t cope with that which you do with it. One can install two RAM boards with 1GB each, for instance, but not one of 1GB and one having 2GB. One should look for the manufacturer’s documentation for one’s PC to ensure what type of memory is essential.
